Yes the full plume wheel is in the set. It has to be taken apart as 1 is needed for the figure so the rest are normal parts

Well, here is one example. For set 7649 Mars Mission, Part 61485 shows up in WHITE on Rebrickable, and in BLACK on BrickLink I've seen cases where the part is missing completely [...]
