Guesses and funny speculation is appreciated.

Insurance issues probably. The driver doesn't want to be on the hook if
anything happens to a minor taking the taxi.

That is a good point. Perhaps, it should be disabled initially with the option
to allow it to be enabled even if one isn't using auto checkout. Otherwise
there will just be a lot of headaches and unnecessary delays.

Why not turn off the need for a bypass password for any stores that are not using
instant checkout since they are going to need to manually send an invoice/calculate
shipping anyways. It would help reduce the restriction errors buy quite a bit
and help sellers by not making them wonder why their sales have dropped off suddenly.

In my opinion the feature of the bypass password is to allow a seller some buyers
(selected and approved by the seller) to place an order although they don't
meet store terms. Since every store has its own reasons for having certain terms,
I don't think it is a good idea to just disable all the configurable store
terms. Sellers use these to set up a store that is manageable in their environment
(private life, other job, easy access to shipping, etc).

However, I DO think a lot of sellers are not fully aware of the consequences
of their store settings, resulting in the lower sales and/or frustrated buyers.

As a buyer I think it is always possible (if seller allows contact) to ask for
a bypass password if an order doesn't comply with store terms.

I thought the restriction errors are only occurring in stores with instant checkout
and/or instant invoice enabled.
