In the US you are required by law to provide a way to enter a sweepstakes without
purchasing something:

Maybe it seems that way, (and if it does that means things are going very smoothly)
but it is not how the USPS works.

I worked in a mail sorting center for a town of ~40K in college and Priority
packages absolutely got priority over others. We were instructed to sort the
Priority packages first. Only once we got all of them distributed to their proper
routes AND we finished sorting the flats (letters) could we start distributing
the non-priority packages.

If we didn't finish the ground/media etc. before the carriers went out, they
sat until the next day.

They did up till covid have a
family fun run once a year.

They kept that going? I went to a walk/run around the campus 2 or 3 years
in a row, somewhere between 10-15 years ago. It was a benefit for a disease that
I confess I forget the name of. It was cool because participants got to see some
of the facilities, and then had access to the employee store for the day.

I stopped getting notifications though, so I thought it had shut down. Were the
events still fundrasiers of some kind?

Do you know where one would find out if they were to do it again? (in the short
amount of time remaining at that location)

Thank you

Not in the US. Not unless there is a "No purchase necessary" option.
When companies hold sweepstakes (like the McDonald's Monopoly game for example)
they are required to provide an option for people to enter without making a purchase:

  Hello Bricklink.

Would like to do a little raffle to re-invest into the store, and expand on inventory
further.

This is illegal. Individuals and for-profit businesses are prohibited from holding
raffles not only in PA, but in all 50 US states.

Here are the laws for PA:

https://legalbeagle.com/12722660-requirements-to-have-a-raffle-in-pennsylvania.html

https://www.pacodeandbulletin.gov/Display/pacode?file=/secure/pacode/data/061/chapter901/chap901toc.html

Even if this raffle was legally hosted by a registered non-profit or charity,
(it's not) doing it online opens up further violation of state laws. Alabama,
New Jersey, Hawaii and Kansas do not allow *any* organization to hold raffles.
So if you sell chances to customers in those states, you are breaking the law
there too.

https://legalbeagle.com/12719932-legal-issues-of-online-raffles-for-nonprofit-fundraising.html

It's also a violation of Paypal's policies:

https://www.paypal.com/us/cshelp/article/what-gambling-activities-does-paypal-prohibit-help391

https://www.paypal-community.com/t5/PayPal-Basics-Archives/Raffle-Ticket-sales/td-p/1522900

Indeed. My state has always been $600. IIRC for a long time it was one of only

Apologies if this has already been addressed. I don't think it has, but I
may have missed a message or two in this thread.

What if we *don't have* a Lego.com account? What happens then?

Will my BL name be randomly changed? Am I going to be forced to get a Lego.com
account to continue using BL? Will one be created in my name without me asking
for it?

Thank you

Appears this certain raffle style does not technically meet the definitions cited,
although admit there can be gray area.

You have to buy something to get a ticket. It's not a free sweepstakes, it's
an illegal raffle.

If "buy something, get a lottery ticket" was legal (it isn't), again eBay,
Amazon et al would do it all the time.

Have you ever seen "Get a raffle ticket with every purchase!" in Target, Walmart,
or any other chain store? No, you haven't, because it's still illegal.

From the site "Raffle laws in the US and Canada":

Raffles and lotteries both have the same three defining elements:

Consideration (the entry exchanges money or something else of value for the
chance to win).
The prize has monetary value.
The winner is drawn randomly.

https://www.liveabout.com/raffle-laws-in-the-us-and-canada-running-a-legal-raffle-4590248

The key point is "Consideration". In the case of OP's promotion, you can't
get an entry unless you exchange $. It's not a grey area, it's illegal.

Here's a bit from an article in the Oklahoman, a newspaper in OP's state,
detailing how all those clever little workarounds everyone who has ever done
this thinks they are a wizard for coming up with don't work:

Hold the raffle as part of a chili supper, so when you buy a chili supper
ticket you also get a chance on a TV set. That's still a raffle.

Print "Donation $1.00" on the ticket, to indicate the customer is donating to
a worthy cause, not buying a chance on a side of beef. That's still a raffle.

Pay with canned food instead of money. That's still a raffle.

Uh, oh, hide your raffles folks, the internet police is out in force today

Oh snap, I am PWNED!!! I love the vague hypocrisy on display here.

If someone on BL lists an assembled minifig as "new", they are publicly shamed.
If a 17 year old buys something, they are reported and banned.
If someone tries to get a seller to undervalue an item on a customs form, they
are outed on the forums and blocked left and right.
If someone tries to sell something without a proper BL store, or directs sales
offsite to avoid fees, 37 people shout them down and fire off PMs to the admins.

But when a seller runs a gambling promotion that is illegal in all 50 US states,
and Canada, and the UK without a license, then BL forum becomes the Party Posse
and someone who calls it out is a "killjoy". (I probably would have gone with
"Narc")

As the hosting site/business, BL is liable here. It's illegal, whether you
Fun Uncles agree it should be or not. If it was legal, eBay, Amazon, and every
other online sales platform would be taking in dump trucks full of money hosting
raffles every day.

Your promotion is illegal. It is against the law in all 50 US states for individuals
and for-profit businesses to hold raffles.

Here are the laws for Oklahoma (§21-1051):

https://www.oscn.net/applications/oscn/DeliverDocument.asp?CiteID=69564
http://www.gambling-law-us.com/State-Laws/Oklahoma/

In short, only churches, schools, fire/police departments and registered non-profits
can hold raffles in your state. The entity holding the raffle has to work for
or be a member of a qualified organization, so you can't hold a raffle and
then claim you are donating the profits to a qualified charity to create a loophole.

In addition, even if you were one of the legally defined entities that is allowed
to hold a raffle in your state, by offering it online, you are potentially violating
the laws of other states. Some states allow raffles, but do not allow them to
be held online. Some states disallow *anyone* from holding raffles, even charities
and non-profits. Some states do not allow credit cards to be used to buy raffle
chances.

And finally, you cannot take Paypal for raffles, unless you have approval to
do so, and they will not grant those permissions unless "the operator and customers
are located exclusively in jurisdictions where such activities are permitted
by law".

The first set I 100% remember having was Coast Guard Station 575. I still have
some of the pieces.

After that my childhood attention was almost entirely focused on Classic Space,
with a couple Expert Builder sets here and there.

I am going to lose my mind! An unopened box was purchased $875.

To any US sellers reading this:

The USPS does NOT have any service that can fully track international shipments.
The tracking you get from USPS - *even on the most expensive services they offer*
- ends at the border of the destination country.

This is important because if you send a shipment to another country (especially
one valued as highly as the one OP cites) you will NOT be able to prove delivery
in a dispute.

As much as I do not usually care for UPS or FedEx, they DO have international
shipment options that carry the package all the way to the addressee, and can
therefore provide FULL delivery confirmation. Of course, they are much more expensive
than USPS.

Yes, I am. I have an incoming package that was originally supposed to be delivered
last Friday. That didn't happen, so after a few days of "pending" it was
changed to today.

Today is almost over and it's still in another state. Now the status is back

It's been a few years since I did the research, but when I was looking at
shipping an expensive set overseas I found that USPS Priority International does
not track to the recipient.

This is important to factor in when selling stuff overseas because it means you
cannot satisfy Paypal's requirements for proof of delivery in a dispute.

As a matter of fact, USPS does not offer *any* way of shipping something that
does track all the way to the recipient. They get the item to the border, then
hand it off to the local PO. UPS, FedEx and DHL can track all the way to the
recipient, but they tend to be more expensive.

With this in mind, it *may* be the case that the tracking info you are looking
at does not mean that the package is sitting in NY. It may be that it's the
last place it was scanned and it is now in an office in the destination country.

I am small potatoes here on BL, but for whatever it is worth, when I sell something
I almost always leave feedback once the buyer has paid in a timely fashion.

There have been a few occasions when I have held off on leaving feedback for
buyers when I got a Peter Tingle that something wasn't going to go smoothly.
I have had what seems to be a disproportionate number of these occasions lately,
especially when selling CMFs.

I follow the same protocol on eBay and on any other site I use where there is
a feedback system in place.

It used to be true that 1st class did not come with tracking. You had to pay
an extra fee (about $.45 IIRC) for what they called "Delivery Confirmation".

That changed years ago though. Now any kind of package sent through USPS comes
with tracking by default, from Media Mail up through Express.

If I had to guess I would say that this seller either hasn't kept up with
changes in USPS service, or has forgotten to update their splash page.
