Seems to be common practice for some sellers to list only a small part of a set
as an incomplete set. Just a random example here from the cargo train set 60052.

for a good price, substantially less than retail, it was listed saying nothing
about any damage, so I must presume the damage occurred in shipment, which was
poorly packed with only hard void fill. I let the seller know and they responded
with "If you wish to return the set, you may do so at your own expense." I then
repeatedly have asked if that was my only option, to which there has been silence.

I have been mulling this over for almost a month and their response does not
sit well with me.

Oh wise forum, what is your opinion? Is a negative too harsh in this situation?
I know I am opening myself up to retaliatory feedback, however, as I understand
it that will not affect my selling 100% rating.

It is the sellers responsibility to get the box to you whether it is free shipping
or not. If you have pictures showing how the post office damaged it, they need
to pay shipping back.
If they are a good seller they will do that to keep you as a customer, if not,
you will get a negative. Reply without histrionics. Calm and to the point to
rebut their feedback. Leave negative or neutral feedback for them as they should
get the item to you undamaged.

Gave them one final chance, it did not go well.

After some back and forth, they said it felt like a threat or shakedown when
I pointed out their store terms are invalid and moot. I immediately left a negative
and have not responded after that.

Now I am considering if I should file a PayPal claim since I did not get what
I ordered, which was a sealed new, undamaged set. My first bad experience as
a buyer here in 6 1/2 years.

Thank you to all the good sellers on this platform.

They seem to be acting according to their terms. If you don't agree to these
terms, why did you place the order with them?

25% out of 13 is 3.25 orders with errors. That's not possible.

The devil is in the detail: your shop is MOC Builder, the lot is in another shop,
