feedback is a reflection of how a person handles a situation/transaction.
posting a thread in the forum complaining about the person, something they likely
will read, & making open threats of NSS isn't going to help your cause a
single bit.
filing a NSS 'None Shipping Seller' on a order that is confirmed delivered
by you here in the forum would be lying on your part.
the order was shipped & delivered to you.
the condition might not be what you expected, but order was shipped & received.
lying about an NSS will almost definately earn you a Negative Feedback & making
threats of opening 1 falsely only shows character ... on your part.

I have never seen a request quote button in my carts, even before the incident.
Am I looking in the wrong place?

Not placed in an obvious position in my opinion. But if a store allows it, I
think it usually shows up at the end just before clicking make the payment or
what ever the final click is called. Instead there is a spot to click request
quote.
If I am all wrong I am sure someone will tell us.

Nope, not this way. They would need to be round plates.
And it seems that new(?) part is thicker and shorter, in a word: rounder. But
then, the image seems a bit stretched vertically.
That new part makes me think of carpet slippers….
