Pirate ship starts at closer to ~$15 usd pretty sure as the few times I’ve order
from the USA it’s always been ~$10-~$15

I don't see it unless we are talking about flat parcels or other methods
which one might need to spend lots of time figuring out. Seems like one might
run into situations like, mis-calculations then having to eat the difference,
lost packages or items held in customs, customers refusing packages due to extra
duties, or being exposed more to credit card fraud (not a Canadian problem per
se, just seems criminals are more emboldened thinking they can get away with
it internationally).

Although items are most likely flat silver (L), metallic silver (R) hopefully
sellers here refrain from listing parts in such poor quality as these examples.

You need to set your shipping method with a Min / Max then another above that
set to zero cost. Looking at your store you have a lot going on with different
methods of shipping and this method is usually is implemented with stores that
offer flat rate shipping. Also, on checkout of one minifig in your store the
only shipping with IC is "Shipping & Handling
US $11.40". I would look at other stores setup similar to the model you
want to follow.

I opened 8 sets and got 16 of these black bars so 2 on each set not 1.

Only 1 noted that I found, and have never seen included as Extra part.
