I think the part 3228b was added as regular because it appear on the box.

You can see on the instruction* the model 3081 have a brick 2 x 2
On alternate model (left) on the box , you can see the brick 2 x 4
*This set do not come with instruction, it's more a sheet of paper to show
what you can build with models 3078/3079/3080/3081
