It is slightly confusing and a bit incorrect.
Here is some information on the minifigure.
During 2014 and 2015 this minifigure was given out to people who's lego sets
received 10,000 upvotes on the Lego Ideas Website. It was given to them in the
Review stage of the set, before it reached shelves.
