Yes, you can't inventory a set until it is approved.

was introduced in 1966 in the European market. Imo there's no way Samsonite would have produced it 2 years earlier. Besides that I can't find any evidence for it in this set, which was only produced in 1964. Not can I find evidence of a part that should take it's place.

The set photo on Brickset looks like it could have a red 1X4 in it, but it's
hard to tell if it's a 1X4 or half of a 1X8.

As a rule, we only use official images for sets. This one was approved as an
exception, but I have moved it to the alternate slot.
We are currently looking to get larger / better images directly from the LEGO
Group for a lot of the older sets.

It's explained in the note at the bottom of the inventory:

Redesigned during production.
There are at least 2 different versions of instructions for this set. The differences
for the second version are indicated in this inventory in the Alternate Items
section with Match ID 99.
Quick overview of redesign: Three dark gray 30526 Brick, Modified 1 x 2 with
Pins are replaced by three blue pieces of the same type.
-----
So, the set can have either all dark gray 30526 or all blue 30526.

Nope.
A set that is reserved shows "Inventory In Progress".

Right, now you’re saying it, I remember I have seen that sometimes
