| I have gathered all of the parts needed for this MOC on Rebrickable: https://rebrickable.com/mocs/MOC-130827/mandrak/the-wizard-of-oz-moc-02/#parts
And I'm wondering if it's possible to post it as a custom item for sale
(the parts alone, obviously). If so, would it be custom parts or custom set?
And would I be allowed to use the photo of the MOC from that website, or should
I just take a picture of the collection of parts all bagged up and ready to go?

"set" or "parts"?

I've seen a few stores that do this, the ones I can remember listed them
under "Custom Item", but put them on their store's main page.

I don't think you are allowed to list it here, even as a custom set. It infringes
on IP.
The rule is:
Custom Sets: Custom sets or instructions may be listed, provided they do not
infringe on any intellectual property rights, including those of the LEGO Group.
