the plastic looks off. are you sure its lego?

It's a blocked open stud so I'm not sure.

mhm, that makes it more difficult. but perhaps try comparing its plastic to the
plastic of another head you have on hand as they plastic itself doesn't look
like lego at all

That's my question too. I don't know if it's LEGO. Nothing pops
up on headhunter. It's close to this one but it's definitely different:
