Can someone help me here? this may sound unprofessional, but I have seen plenty
of minifigures listed as having been in a 'foil pack' such as:

 
Set No: 892285  Name: Benthomaar foil pack
* 
892285-1 (Inv) Benthomaar foil pack
6 Parts, 1 Minifigure, 2022
Sets: NINJAGO: Seabound

but I have no idea where these come from. Could someone please enlighten me?

Magazines; and they're not cheap (at least not in Canada).

Yep - they appear to be primarily available in Europe for some unknown (I presume
licensing) reason.

Nowadays the foil packs are actually paper though. The mags themselves can be
picked up in most newsagents and supermarkets in the UK for around £5. Themes
include Batman, Star Wars Jurassic World, Ninjago, City etc.

We have plenty of magazines with that in France, I believe in complete Europe.
Lots of little City, Star Wars, Ninjago, Legends of Chima, Friends, Elves, Technic...

It's almost always cheaper to buy the complete magazine instead of just buying
the minifigure here

As others have said, magazine promotions. They switched over to paper bags in
2022.
Germans and Poles seem to have the most.

I suspect there are a few sellers who have the hookup to where they buy up all
the unsold magazines (or raid a dumpster/pay a worker where they are being thrown
away) for the minifigs.

They could be buying retail, but I find it hard to believe they are picking up
1000 of the same set by visiting stores and paying retail price.

In the US, LEGO has produced promotional figures that come with DVD/Blu-ray (LEGO
movie, superheroes), and I have recently seen small children's books that
include a minifigure at Dollar General.
