There is no "max number of negative feedbacks" for any period of time.
But shop can be suspended or closed due to 3+ NSS completed, with or even without
a negative feedback received.
If you feel a shop isn't sane:
* put it in your Least Favorite list,
* if it seems a real problematic one, simply report it to BrickLink Administration,
they'll check if it sounds OK or not.

If seller is unresponsive, then file and complete a NRS.
If seller does not ship in a timely manner, you should file a NSS, and complete
it.
Leave appropriate feedback on the order.
