Hello,

I bought 2 sets from a store and one of them was incomplete (it was supossed
to be complete). I've written the seller with a list of the missing pieces,
my email was read but I have no answer, it's been more than two weeks since
I send the email.

What should I do?

It's not uncommon to have missing parts from a factory sealed set... It's
not common either but it has happened twice to me with
 
Set No: 10255  Name: Assembly Square
* 
10255-1 (Inv) Assembly Square
3966 Parts, 9 Minifigures, 2017
Sets: Creator: Creator Expert: Modular Buildings Collection
(missing 5
of the slopes on the turret). And

 
Set No: 71043  Name: Hogwarts Castle

5975 Parts, 28 Minifigures, 2018
Sets: Harry Potter: Sculptures
(missing some of the long pieces that go
in the rafters of the dining hall).

If it's a new or relatively recent set, you can try reaching out to LEGO
to see if they'll send you the pieces, but you'll still need to figure
out how to deal with the store.

Only if the sets were New & Sealed.

Otherwise, especially if the sets were Used, it’s the sole responsibility of
the seller.

Which set was it, and which parts were missing? As not all sets have to have
all the parts in the inventory to be considered complete when used.
