These are the exact same shape and size as the fabric sails that I purchased
in 1 big lot of LEGO. They are, what I am guessing is paper, with some sort of
plastic coating on them. I received them in a huge lot from a guy whose dad was
a diplomat in Europe and was obsessed with pirate ships as a kid. The entire
100+ pounds I got from him contained NO non-LEGO so I think these are most probably
LEGO, but can't seem to find them anywhere.

That's very odd, LEGO is known for defacing their fabric and vinyl with their
logo.
This is the closest thing I could find.

The only other way to tell what they are is to look at the sets you got, then
go to the inventory and find the closest thing using the process of elimination.

What sets did the sails come with?

My guess is the original owner (as a kid obsessed with pirate ships) had damaged
the sails (likely ripped the holes in the corners) and his parents decided to
make replacements. These do not look like Lego.
