A week after opening the NSS should be enough time to respond en solve the issue.
Check your email spam folder for a message from the seller.

It appears it was a week after placing the order, not after filing the NSS.

7 days is quite early for a NSS. Did the store terms say anything about processing
and shipping times?

I just opened the account. I placed 8 orders the same day. All of them went
to packed status in 24 hours and shipped a day after. With this seller I messaged
the last 3 of 7 days to ask when it might ship with no response. This seemed
like the appropriate thing to do. No I didn't go digging around in any store
policies.

It isn't, not when it's only been 7 days; this isn't Amazon, a lot
of sellers do this as a side hobby and can't prioritize getting orders out
the next day (even Amazon sometimes takes 5 days to ship)

That knowledge isn’t innate.

No I didn't go digging around in any store policies.

So you made an account, placed orders, ignored terms and conditions that you
agree to (it shows store terms while you go through the checkout process)

That’s understable: 8 orders, 8 times mostly the same blah, a lifetime of being
shown EULAs and other unreadable, verbose (and leonine) terms, you may be tempted
to skip a few.

   but
somehow knew enough to immediately file an NSS?

When you get 7/8 orders quickly, the eighth being late and silent makes you panic
and you can quickly find what to do in case of a problem with an order.

That doesn't seem fair at all; have you also checked your spam folder in
your email to see if they replied directly?

I'm not saying Bricklink is perfect when it comes to sellers, there are some
that just don't care, but they are few and far between; I just think that
jumping the gun to an NSS without even reading the store terms is pretty drastic

I don't claim to be the perfect buyer and I certainly make mistakes.

If this situation is normal (no contact after repeated attempts for this seller)
then they should have somewhere in the check out process in flashing red letters
in 100 pt font that this may take more than 1 week after packed status, to actually
ship. Fine I'd accept that and not place my order.

If the seller doesn't like what I've done then ship my order already.
Because I'm going to paypal/my credit card company in a couple days to get
my money back.

The part they have for sale is hard to obtain in any condition in any country
at any price. If they don't want to ship, I need to jump on the only other
seller that still has them. I just don't wanna double order something.

While I appreciate the advice to check my spam/junk folder, this site does have
a functioning messaging system which I've used and it works just fine. Perhaps
all sellers aren't aware of this? I did send my messages to the seller through
this site. So I shouldn't be missing any messages.

You mentioned That they have a part "they have for sale is hard to obtain

Just my thoughts, but a) was the price a steal, if so possibly a scam or it might
be a b) drop shipper?

I don't know the answer, sorry.

your expectations are completely reasonable. People saying that they aren't
are covering for their own lackluster service.

in 100 pt font that this may take more than 1 week after packed status, to actually

I don't know if the shipping frequencies are explained in the terms of their
store, but if they mentioned it, and you went through checkout without reading
it, then I would not continue blaming the seller for not putting it in flashing
red letters. What about other parts of their terms? For any part of their terms
you did not read and not overlook, you would still say "seller's fault
because it was not in flashing red letters"? So you expect their whole terms
of store to be in flashing red letter otherwise it is considered not to be there?

If the seller doesn't like what I've done then ship my order already.

It is possible this seller does this as hobby, meaning they receive in total
like 5 orders per month and they have little time to process orders because his
job is not this, meaning, he works 9-17, has family, other responsabilites,...
so he might have explained this in his terms in a cristal clear fashion, then
you agreed to that by placing your order, meaning you know how long it takes,
yet you decided to be impatient. I know a big store in Canada whose shipping
frequency is 10 days. I know another medium-sized store who work and ship orders
only Sundays.

So no, the seller will not like that, but he can still ship your order based
on his terms, then submit the tracking to the BL's help desk and remove the
NSS, then he can leaves you a negative feedback "agreed to store's terms
and 10 days shipping, file NSS and PayPal claim after 7 days" and stoplist
you.
Indeed by submitting an NSS and PayPal claim, you are slowing down the seller
from shipping his orders.

Because I'm going to paypal/my credit card company in a couple days to get
my money back.

Other sellers' will see your feedback and might decide to stoplist you (or
have already done so) because nobody welcomes trouble. Many seller's also
see your comments here and may have already taken action. You can verify this
on your account.
You might think there are many sellers on BL to buy from, but this is really
not the case, specially with rare parts.

I am not welcoming or suggesting anybody doing anything, but this is what it
might have happened.

Of course, if this seller does not explain how long it takes him to ship orders,
then it is all his fault.a

A bunch of things could be going on and our only data points are from your perspective;
which comes from frustration. Assuming you're only buying from US stores,
there are 25,515 sellers and they're all going to be a little different.
So is it "normal"? Yes, it would technically fall in line if you graphed
out response times from sellers over the next several hundred orders.

I've had buyers and sellers not respond to anything and then one day the
order just arrives or is marked as received and that's it. You'll actually
see more of that than anything when it comes to buyers; no communication after
purchase and not closing out the order or leaving feedback.

There is a messaging system here, yes, but that doesn't really mean anything.
A copy of the message goes to their registered email and we/they can just read
and respond through that email client. The only way the messages here get marked
as "read" is if they open it in BL. Go to your messages, go to outbox
and check if it's been read or not. Again, doesn't really mean anything
if it hasn't been read, but if it has, then that means they've been in
BL and physically opened it - but not necessarily read it.

There is a way to automatically close your store after X amount of days but you
need to physically turn that on. Mine is set for two days of no logins. The
reason I do that is I often can get called out of town at a moments notice and
I don't always know when I'll return. The last thing I want is something
happening to me while I'm gone and when my next of kin logs in I don't
want them being met by angry emails. I vaguely recall a seller dying a few years
ago and something similar happened. I forget if I found this while looking at
negative feedbacks and responses or in the forum.

Either way, all that aside, go sniff around their feedbacks for any recent negatives/neutrals
and reach out to those buyers about what happened. Double check their T&C's
if you haven't already. Give it a few more days and then proceed with the
NSS and move on.

Only been? Immediately? What are you on? It's not common at all for a seller
to take 7+ days to ship (or respond). It takes 30 seconds to responde to an email.

Way to (hopefully not)scare off a new user.

OP you are being completely reasonable. My goodness

Of course it isn't common, but it happens; I don't think it's right,
but my gripe is the fact the buyer jumped right to an NSS when they haven't
read the store terms to know how the store(s) operate; it's also not right
that the messages have gone unanswered, but also happens for a variety of reasons
- which might be listed in the store terms that were skipped over

Way to (hopefully not)scare off a new user.

BOO!

They didn't "jump right to an NSS" though. At all.

the complete change from super serious scolding of a new user to a "look
how funny I am I really didn't mean what I said after all
" tells
me everything I need to know. Have a good night.
