Why is Mack not considered a minifigure? I do not see a difference
between Mack or Lightning other than size and well yes Mack has a trailer but
in the movies he is a character. So why the difference?

Is Mack just the Tractor or the Tractor and the Trailer?

I'm going to say the former. That makes the Trailer an accessory that shouldn't
be included??

Isn't it like clothing, or an accessory attached to his back like in

Minifig No: sh673 Name: Iron Man - Silver Hexagon on Chest, Wings without Stickers
*
sh673 (Inv) Iron Man - Silver Hexagon on Chest, Wings without Stickers
Minifigures: Super Heroes: Avengers

I guess this is the issue of having obviously not minifigures in the minifigures
category. Small animal characters like Scooby Doo or big ones like Smaug go in
animals, so it seems odd to put vehicle based characters in minifigs and not
in the existing vehicle category. If this is going ahead, presumably Ent / Treebeard
spa0019 can also be moved into minifigures too.

Mack is certainly eligible to be a minifig. Afterall, we have

Minifig No: crs080s Name: Siddeley with Stickers
*
crs080s (Inv) Siddeley with Stickers
Minifigures: Cars: Cars 2

Presumably both a minifigure with stickers and a vehicle without them, like that
plane.

I believe just the cab is the minifigure Mack. Yes, the trailer is a "wearable"
accessory however I would not include the trailer as such.
