As said in the help page, https://www.bricklink.com/help.asp?helpID=18 , you
need to have 10 positive selling feedbacks and 3 months of selling experience,
and then you need to contact Help Desk (https://www.bricklink.com/helpDesk.asp
) to have the option available in your store.

Help desk isn’t very quick to answer at the moment (2-4 weeks instead of 2-3
days).
