| When you purchase a Collectible Minifig set that is listed as “New - Complete”,
how do you feel about extra parts being included? I recently purchased about
a dozen collectible sets, and I was super disappointed when I saw that none of
the extra parts were included. That might sound petty, but hear me out - I often
buy new, complete minifig sets because they contain parts that are exclusive
to them, and I’m counting on the extras being included.
So, if the extras are not included, should the set be considered “complete”?

New Complete should include the extras:

… unless, it’s Sealed and it’s LEGO’s fault there’s no extras.

They were removed from LEGO packaging and shipped in plastic bags, so can’t blame
it on them Thank you for the info; I was really uncomfortable contacting the
seller about the missing parts (I do my best to avoid confrontation on the interwebs
- I don’t know how trolls do it), but I’ll reach out and see what they say. Thank
you!!!

| Unfortunately there are a large number of sellers who think “new” means good
condition and don’t care if it’s actually been used for display (or even play).
If you didn’t receive the original packaging and all extra parts, the seller
did not ship you what you ordered. If he doesn’t make it right to your satisfaction,
you could file an NSS.

New - Complete is also supposed to include the packaging. For CMFs that means
the polybag or box they came in.

Although has anyone ever complained about not getting the opened packet if the
set is repacked into a ziplock? So long as it isn’t listed as sealed, I don't
think the torn packaging is that important for CMF. I have only ever had one
complaint about packaging for CMF and that was because "I included my rubbish"
with the order.

Doesn't matter how you feel about it. According to Bricklink the New - Complete
condition is expected to have extra parts.
