Hello,

I spent £25 on an order which is a fair bit of money to me, and never received
the item or any communication from the seller on this website or given email
address. I was advised on here to open a case with PayPal as they will handle
everything, but they closed the case in favour of the seller.

Again no communication from the seller and PayPal won't give me any information,
their response was for me to go small claims court in my county??? PayPal won't
let me reopen the case.

Has anyone else encountered this? My understanding is PayPal would be useful
and help in these scenarios, but this just totally now feels like I have been
scammed on bricklink despite using the recommended channels and methods.

Anyone have advice for me here?

Paypal is reknown to be vastly in favor of the buyers in most cases. If they
sided with the seller, your case most be very very weak. It's even surprising.
Maybe you can give more details here and we'll juge by ourselves. And no,
you don't go to court for 25 pounds.

If Paypal sided with the seller its because the seller was able to provide a
tracking number with evidence that the item was shipped/received. However in
some cases just because an item was signed for it doesn't always mean it
went to the correct address. The courier may also be at fault in some other way
such as wrongly signing on your behalf or not leaving in a safe place when you
weren't at home to take the package.
My advice would be to ask the seller or paypal to provide the tracking number
so you can look into what has occurred.
I once checked the tracking evidence only to notice that the photo proof that
accompanied the signature wasn't even a photo of my own front door! The driver
basically shipped to a different address with the same house number and I was
able to collect from this alternative address without issue!

If you paid via PayPal, the seller HAS to provide a tracking number otherwise
PayPal issues a full refund.

My best guess is that you paid via PayPal "friends and family", not "goods
and services". Is that right?

How did you pay? Was it funded by PayPal balance, credit card, debit card or
bank transfer? If it was credit card or bank, file a complaint with them.

Have you made other PayPal claims?

Like infinibrix said, it probably went to the wrong address and was accepted.
Unfortunately most people will not go out of their way to contact the Post Office
or try and find the right person, they just throw the package in a corner and
ignore it. You will have to track it down through the post office to find where
it actually landed.

usps delivery has GPS locating on the tracking #.
they can pull up exactly where it was delivered.

talk to your post master at your local Post Office that deivers your mail

Have you opened an NSS case on the 'report problem' link on the order
page?

You paid for an order and have not received it (nor received a refund) so that
may help get the seller's attention and to get them to communicate with you.

In addition I note this seller only offers inpost lockers as a delivery option
in the UK.

I don't know how that works for paypal and proof of delivery but how can
they as a seller prove to paypal it was you who collected it? What's to stop
the seller shipping to their local inpost locker then collecting it themselves?

That as a sole delivery is fishy IMO.

I would also try and speak to someone at paypal - they can be more responsive
on the phone in person rather than just via their automated online processes.

I don't know if anyone else has brought this up, but it looks like you are
a new buyer and perhaps your address on Bricklink is not accurate? Have you
double checked that? This is something the seller should've helped figure
out.

Considering paypal sided with the seller is indicative that they shipped to the
address provided and supplied tracking to prove it. I think it is pretty disappointing
that they are not communicating, though.
