I think this may be an error. The 1996 Technic Space Shuttle is listed as a Series
1 Minifigure, under the collectible minifigures subgroup of Technic : Model

Catalog: Sets: Technic: Model: Collectible Minifigures: Series 1 Minifigures:
8480-1

Just wondering, thanks

It makes me wonder if the administrative team is developing some method of searching
for or scanning for mismatched entries like this.

It would be easy enough to see who moved this entry to the incorrect category,
maybe that would lead to a trail of other potentially mismatched entries?

I'm just wondering out loud if there's an easy way to find any other
entries that were incorrectly moved by someone new to the team?

Cheers ...

It was just an accident that occurred when a new category was recently made and
added to a number of sets.

Cheers,
