I have an order from Dec. 26th that I wish to start a NPB but this is no longer
an option when I click on Report Problem.

Since it has been well over a week I think the NPB option should be there.

That's the problem; it must be Invoiced first.
Otherwise how the buyer could be "Non-Paying"

Here is the top of the order with the order marked as pending. I had to send
out the invoice manually since the figure (when assembled) is beyond the letter
mail restrictions in Canada, but disassembled it fits so the shipping was only
$2.50. It is also interesting that I can no longer edit the shipping (hovering
over it says that you cannot edit once it has been paid) but there is no payment
in my Paypal and the order is still marked as pending.

maybe the buyer manually marked it as paid? try editing the order and setting
payment status to none

I can change to order status to ready, but I don't know where you change
the payment status.

enable the "My Note on Order / Edit Order Icon" checkbox then click on
the 2 papers right after the order number on this page https://www.bricklink.com/orderReceived.asp
and then set the payment status to none and save (but if they manually marked
it as paid maybe check to see if they manually paid via Paypal or e-transfer
as that does happen sometimes)

Once I reset it to Not Paid, I could file the NPB.

I checked and it looks like you can always change it back to not paid?

No, if paid on site, it's NOT possible to "unpay" it (apart if you
fully refund the order).

I may have resent the invoice later as well, but on the order it says it was
invoiced on Dec. 26th.
