| Hi all, I'd like to add the part out for 31157 (3 in 1 Exotic Peacock).
Is this something users can do or is that up to mods to do? If I want to do
it how would I go about it?

In general, all of our Catalog is submitted by members.  You can see all the
activity here on the Approval Pending Overview:
https://www.bricklink.com/catalogPend.asp
As was already mentioned, that set has been started by another member and will
be available for part out once it is completed and then approved by an admin.
If you come across another set you would like work on, feel free to reach out!
I am always happy to help new submitters learn the process.
