Is anyone having trouble with PayPal? Have locked me down as say buyers have
complained. Have refunded buyers missing/defective parts with shipping. Can
buyers still complain to PayPal?

Of course buyers can complain to PayPal if they paid that way. If there is an
open complaint then PayPal can withhold funds from you meaning that you cannot
withdraw them until the complaint is resolved.

Have you responded to the complaint via PayPal?

I was never informed by PayPal that there was an open complaint. I was just
"shut down" by PayPal, can't use it for deposits, withdrawals, nothing,
had to close store.
My store policy is if there are issues with the order, I refund the money immediately,
don't even expect them to go thru PayPal. PayPal doesn't say much, just
shut me down.

Thanks for advice. Did call them, told me it will take "3-5 business days

That sounds like a much more serious issue than one complaint. Have you had multiple
claims made against you in the past, or one upheld after you cleared out the
account?

To my knowledge, I have not had any claims made against me in the past. My store
policy is to instantly refund the amount for any Lego pieces that the customer
is not satisfied with. I have not expected the customer to go thru PayPal. I
have never been informed by PayPal of any open claims.
