Dear BrickLink members,

This week we plan to deploy a tax solution for Norway Value Added Tax (VAT).
This change will be affecting sellers and buyers in Norway as well as all sellers
who are selling to this country.

Here is a summary of changes to come:

1. For orders that are imported into Norway, where the value of each individual
item is less than NOK 3,000, VAT will be collected and remitted by BrickLink.
2. Sellers must have at least one on-site payment method available in their store
to process all orders where tax is collected by BrickLink.
3. Starting with the upcoming January 5th billing cycle, Norway sellers will
have VAT applied to their seller fees.
4. Registered business sellers in Norway will now have the option to add their
registration information in their store settings. For these sellers, VAT will
not be added to their monthly fees.

As a buyer in Norway, I'm very happy to hear this. It means I'll be able
to continue making purchases without having to pay 20–25 USD in fees and customs
for every single small order when it arrives. Had this change not been implemented
on BL, it would've made most of my orders prohibitively expensive. I cannot
stress enough how welcome this change is.

Sellers be aware: it's very important to mark the outside of packages
with this new info. It's usually recommended to have this with the seller's
address, something like "VAT paid by LEGO BrickLink, Inc., VOEC #(insert
number here*)". In my experience, this or similar markings has worked
well on other marketplaces like eBay and Etsy.

* BL's VOEC number is not yet available on the help page, but I'm
hoping it will be soon or that a helpful person might be able to share it here.

I don't think they will share the VOEC number publicly - it will only appear
on VAT receipts for actual orders. This is the case with BL's IOSS numbers
for the UK and EU.

Please add message template macros for each national tax implementation.

For EU VAT we have VATINC-EQ and VATAMOUNT and some other macros.

For US sales we have ORDERSALESTAX-EQ and ORDERSALESTAX macros.

Such macros have not yet been implemented or at least not documented for Australian
GST, UK VAT, Norway VAT and New Zealand GST:

This change about the 3000nok minimum buy makes me automatically not able to
buy in 50% of all stores in bricklink, just because im located in norway they
dont want to trade with us.

I can no longer buy from any stores and it sucks, and on top of it i must also
pay 25% more on checkout in the storess that do,im actually forced to stop my
hobby with this changes so frustrating!

If you’re seeing a yellow panel “Seller does not support orders shipping to Norway
when each item is less than NOK 3,000 (~US $273.59)” in a store, it’s because
the seller doesn’t have an Onsite payment method associated with Norway.

Onsite payment methods are Stripe or ‘PayPal Onsite’ (not ‘PayPal’).

An Onsite payment method is necessary for BL to collect the import VAT.

So, IOW, it’s not a new ‘minimum buy,’ it’s a ‘failure’ from the sellers to provide
an Onsite payment method for you and you should redirect them to CE_Anastasia’s
post.

Also, as already said, it’s because of a Norvegian law, not a whim from BrickLink.

You’re actually paying less with this new rules than you did before when BL collects
VAT (so, items below NOK 3,000) because you don’t have to pay a brokering fee
to the postal or courrier services at delivery.

Before: pay 1,000 to the seller, plus pay 250 + brokering fee at delivery.
Now: pay 1,250 to seller+BL, nothing at delivery.

And if you buy items that are all above NOK 3,000, you pay at delivery like before.

Yesterday I recieved my first package after this new system, and sadly I had
to pay the VAT again at pick up since the VOEC number was not registered or printed
on the package by the seller.

What is my next step to get a refund of the VAT paid to BL?

VOEC HAS to be written at least in the postal address/sticker.

The BrickLink receipt to include for Customs office is sent to the seller and
he has to put it in a clear plastic pocket outside the envelope/parcel.

It's not BrickLink fault, and they won't refund you.

Please contact the seller who apparently didn't do it properly, and try to
discuss with them. Please be cool; it's brand new for Norway (on BrickLink)
and I guess MANY aren't aware...

The same happend to me on my first order after the new system, seller forgot,
and did not write VIEC number on the outside.

The cost for handling at the post office you wont get refunded, but it should
be Bricklink's task to refund the taxes if you got proof of payment. It have
happen me a few times on ebay and its really easy to get them to refund taxes
as long as you have a copy of the recipt for paying taxes at Norwegian post office.
Norwegian post office on the other hand would never refund you as long as its
not possible to read VOEC number on the package some wear.

apply the proper stickers / invoice, so they've no idea if the seller did
it well or not. In this case, why would they refund on an assumption? Sorry.

Sure:

If a customer has been charged import VAT, then the supplier should refund
the customer the VAT that was charged at the point of supply.

Problem is, it can't apply to a Marketplace. The Marketplace collects VAT
but the supplier is the seller, the Shop.

Besides, it’s not really fair to the customer: you buy €100, you pay +€20 of
VAT to the marketplace, and then €24 of VAT to customs (+ brokerage fee), and
you get refunded €20 by the marketplace.
You are still out €4 + the fee.
Better than being out €24 + the fee but not exactly fair.

Oh - it'd not be the first time they're late on something; see the Canadian
taxes, the markup margin taxation, and some buyer complained yesterday saying
he's not taxable

I meant, for now instead of waiting for BrickLink, it could be instead the Seller
role to refund the double taxation, especially if he didn't respected or
applied the due procedure.

Norwegian post office on the other hand would never refund you as long as its
not possible to read VOEC number on the package some wear.

Even when there’s an ombudsperson, it’s generally a pain because you need to
make a formal (written) complaint first, then you wait, then you appeal to the
mediator, then you wait again….
All that for a few euros.

I'm trying to fill BL VOEC 7digit number in UPS site and it says format is
wrong.

So, I tried to add NO in the beginning and it didn't work, also played with
MVA and didn't work either.

So, is BrickLink's VOEC/TAX ID wrong or is it UPS site wrong?

I have tried to contact Bricklink several time, but I have not recieved any response.
It looks like they want to keep the 80 euros.

It should be pretty simple for Bricklink. Either collect VAT and refund when
they make mistakes, or stop collecting VAT at all.

The seller says it is impossible for him to refund the VAT because it is already
sent to Bricklink. Does anyone know if that is correct?

If it is Bricklinks task to refund, and they do not respond, I guess my next
step should be to contact Norwegian tax authorities to get Bricklink delisted
from VOEC.

I can confirm that Paypal collects the VAT in behalf of Bricklink. The ammount
is taken from the total payment and automatically forwarded to Bricklink. The
seller does not have possession of the VAT money at any point in time.

I've also had to pay doble VAT and have sendt messages both to the seller
and Admin at Bricklink. The seller says that I have to contact Bricklink, but
there has been no return to my request. I hope this issue will attended soon.
