I didn't think sellers were allowed to NPB buyers if the seller had not sent
an invoice. Buyers have to be told the total amount due and given a chance to
pay before they can be punished for not paying.

Yes - I think in this case the buyer could have started an NRS

Yikes! In my house, we would say they've 'gone round the bend.'

Yes, we have all run into problem buyers from time to time. For yourself, be
sure that all communication goes through BrickLink (in the message section attached
to the order) and not through regular email. That way, there's a definitive
history of the conversation.

You should probably also be sure to block this buyer from purchasing in your
shop.

They started messaging my bricklink before moving to my personal emails where
I started to reply to them on there. I still have all the receipts that are needed
by bricklink and whoever it may concern about my communications.

Report it as indicated in brickwilbo's message if you feel it is harassment,
although I cannot really see how one message is harassment, and none of the content
is. It is somewhat irrational, but not a threat. Saying that they have approached
a lawyer (which is highly unlikely, given the cost) is not actually a threat
to sue. "I will sue you" is a threat to sue. I think you are best off
not responding to them at all.

As to the future and learning from it, why didn't you just invoice them?
If your side of the story is the correct one (that they were not responding),
then you should have invoiced them based on a shipping method chosen by you.
If they hadn't responding to a request asking about how they wanted it shipped
(or whatever you asked them) then you could have told them what option you wanted
to use and the cost, via an invoice. At least that way, you have completed your
side of the order correctly. If they refused to pay once invoiced, then they
are at fault and you could have used NPB if no response or cancelled by mutual
agreement if they had said they do not want to go ahead. By not invoicing them
and instead unilaterally canceling the order, then you have left yourself open
to have done the wrong thing.
