Set 8040 -- 5102c76 -Black Hose, Pneumatic 4mm D. 76L / 60.8cm
What length do I need? The one of 60.8 or 76L and cut it into the desired length?

76L = 76 studs-long = 76M (modules) = 60.8cm = 23.937in = 23in 15/16
That’s the length of the part as it came in a New box.
Then, you need to follow the instructions….
