Buying Privileges - OKSelling Privileges - OK
Store: BbR Bricks
Customer placed a nice order that paypal put into pending. Customer finally has
responded that their bank and PayPal are having an issue and is requesting to
just cancel the order.

Do I cancel by just issuing a refund, even tho no actual payment received?

There shouldn't be any paypal fees on my end since payment wasn't processed?

How does the order get added back to inventory on BL side, quantity adjustments?
A few of the items were bought out, do those have to bd manually added back in?

Was this order run with Instant Checkout ?

Is the buyer from a country other than USA ?

* Yes, instant checkout, only payment option for our store
* They are in the US

The buyer is requesting you cancel the order.
You can cancel the order using the "problem order" menu.
You should not refund a payment that you have not actually received yet.
When you complete the order cancellation, you will be prompted to upload the
order items back into your inventory.
In my view, an order cancelled by mutual consent should not have any feedback
from either side, since, in a way, no transaction occurred.

Thanks! I seem to be stuck in a loop. I have gotten it to show CANCEL ORDER on
the Order Details page. When I click on that it goes to the explanation page
of canceling order. It doesn't give any confirm cancelation.

I'm having the same problem, I'm also stuck in a loop.
PayPal confirmed the payment didn't go through but BrickLink thinks it was
payed.
So it won't let me cancel it.
I asked the buyer to cancel it at his end but he said he still wants it.
