It has a very tiny neck hole, so if it is lego presumably it is from a minidoll
rather than minifig. But I don't recognize it.

I can tell you what happened with me. I looked in "Minifigure, Body Wear".
It is probably the only cloth "Minifigure, Headgear Accessory" so it
didn't occur to me to look there, even though I have the piece and very recently
measured it. I feel like Body Wear and Headgear Accessory ought to be combined
into one category.
