Complete"? Which is the better condition, or are they relatively the same?

the definition like new is not allowed on bricklink
"Do not use phrases such as "Like New" or "As New" in the
description of any item, regardless of whether it is being listed as NEW or USED."
used complete means the set is complete but used
"Used Sets - The set has been opened, inner bags are no longer intact and
or was previously built. If parts show excessive wear, discoloration, excessive
scratches, other marks, etc. this must be noted, as well.
(without sub-condition) should indicate in the description if any contents are
missing.
Complete - Set contains all parts necessary to build all of the models (including
alternate models) in the instructions but does not have to contain the original
box/packaging and/or extra parts. If the set is missing instructions, the description
must list this. If the set did not come with instructions then the set should
include all parts listed in the picture inventory which is located on the box
or bucket. The set must include all original stickers used on the model either
still on the sticker sheet or applied.
Incomplete - Set is missing items. Description should state what exactly is missing."

Conditions are not a subjective matter in Bricklink - they have specific definitions
that need to be followed when listing items.

"Like New" is a description that should not be used. Such listings can
be reported and removed.

In my view, "Used" and "New" on Bricklink should be thought of
as descriptions of history, rather than condition. "New" means that in
the item's history, it has not been used (except as necessary for sorting
and packing). And "Used" means that someone has used it, i.e. to play
with, or to build and display (Which is how adults play with Lego).

Although we generally think New is better than used, it is not always the case.
Theoretically, a used part could be in equal, or even better condition than a
"new" part. For example, when I the Black Pearl set from Lego, it arrived
soaking wet, the cardboard box was disintegrating, and possibly some parts had
fallen out. But I had not opened it, or played with it, so under Bricklink's
conditions for listing items for sale, that was still technically "new",
but who would want that?

A seller listing something as "like new" is probably either very inexperienced
or shady. Either way, you're better off avoiding them.
