I had someone in France ask for a shipping quote for a single mini-fig. Is USPS
International First Class Package the best I can do? It is $15.75.

Envelope rate is reasonable, but I don't think it qualifies.

Correct, do not try and use the envelope rates.

The most inexpensive shipping I have heard of is here:

https://www.pirateship.com/simple-export-rate

It would be $11.99 to ship a minifig. You need to chat with customer service
to sign up. The packages go to a sorting warehouse first and are relabelled for
delivery.

Aside from the program mentioned above, yep, that's right.

I used to send about 1/4 of my parcels to Europe, and the last couple years I
get 2-3 orders there, tops. It costs me just under $15 to send stuff to Canada
as well.

It's sad and I wish there was a solution.

Also, if you haven't already, its worth it to set up international shipping
up to a 1 or 2 in instant checkout to foreign buyers can see this without contacting
you.

It saves a ton of time with quotes and cancelations because unless you have something
crazy rare, no one is going to pay it
