We have an order where a buyer is getting a message 'payment is already processed'
but on our paypal it is showing that the payment hasn't been processed, looks
like they made two attempts to pay that were cancelled.
This is a repeat buyer who we 1,0000% trust- seems to be a bug.
Any ideas?

My guess is their bank information needs updated or they don't have enough
funds.

Ask them to preload their paypal account with enough funds and pay with paypal
balance.

I had a similar issue come up and I put in a help desk ticket for it. They said
they were looking into implementing measures to prevent it from happening again.

Did you ever receive any order numbers on BL? There weren't any when I had
the issue. I actually received the money through PayPal and you didn't so
that is new.

Perhaps related to the new MOC shop? Timing is right here though they believe
it might be an error on PayPal's end.

I also have had issues making payments through eBay using paypal. The issue
was resolved if I first logged into paypal, the started the checkout process.
You may ask your buyer to first log into paypal, then try to checkout.

Send them a Paypal invoice and have them pay you manually.
