I made a purchase from a seller for 240$ USD. He sends me a message saying PayPal
took 20 dollars as a small business fee and that another 20 dollars was taken
for some kind of insurance that he could not specify. Now the seller is asking
that I send 20 dollars to cover the shipping because PayPal took the money.

My question is shouldn’t that have been listed in additional fees on the order
page? OR shouldn’t his store be quote orders only so he can calculate how much
money he will need before accepting the order? Am I in the wrong here? I’m just
not comfortable sending over more money for something that was not previously
discussed prior to purchase. What can I do about this?

do not pay him. pretty sure sellers are not allowed to charge selling fees and
every seller has to pay them not just him.

PayPal TOS states that a seller cannot charge the fees to the buyer.

BrickLink TOS states that all the fees must be stated upfront.

I wouldn't pay the fees and would consider reporting the buyer to both PayPal
and BrickLink if he seller continues the demands for additional money.

You can file a PayPal claim if necessary to recover your payment.

To be complete: it depends on which country. Sadly, PayPal in most European countries
allows the seller to charge fees to the buyer*. But of course always before the
transactions, not as a surprise extra after the initial transaction.

*Just check a lot of the BrickLink stores in European countries, who charge up
to 5% extra when paying with PayPal.

There’s indeed countries that authorize this… but “people are doing it” isn’t
a good measure on what is legal

In EU, the sellers can’t charge more than they are really charged themselves.

And it’s not “sadly, PayPal allows…,” it’s “fortunately, EU forbids PayPal to
dictate what its clients can do”

In some countries, like France, fees for a specific payment method are totally
forbidden… and yet there’s still French sellers who charge them!  Hence the remark
above

I wonder if these fees they are referring to are the sales tax and PayPal fee.
I am not aware of an "insurance charge" that PP charges. I also wonder
if the assumption was to send as "family and friends". Unfortunately,
it is a cost of doing business.

I received an order on July where the buyer paid 344$.
Paypal took me a 17$ fees.
After that, I paid 8$ fees here.
So I really received 319$ and I had to pay for the shipping, of course, with
that amount. As CCBricks said, that’s part of doing business !
But even if charging for Paypal fees is forbidden here, most of stores charge
it (i saw up to 6%) and they don’t hide it ! If not stated in seller’s store’s
terms, don’t pay them.

If the order was payed with Instant Checkout it has to be included.
If the order was with Manual Invoice then you have to read the Terms very well.
It could be stated there.
