Hello

I would like to hear opinion from people about this case.

The order was send from Norway to European country, it was send with IOSS number
and VAT are prepaid and it should in the invoice and shipping documents.. For
some reason customs and the shipping company, didnt see it want to charge VAT
again to the buyer.

I gave the VAT receipt to the buyer and ask if give can contact with shipping
company and customs in his country to fix it.

Buyer didnt want to help with it. He told me that I can pay this extra VAT or
fix it myself from Norway in his country.

I told him that if he decline the package, the shipping company dont will give
me back the shipping cost and also will charge shipping cost for return the package.

Buyer decline receive package and he told me that send it again and take all
shipping cost in me loose, He say that it is no his problem.

Normal in this cases is the buyer contact with the VAT documents in his country
with customs or shipping compnay to fix it.

How you think I should process in this case? Do you think buyer right?

Our Customs (at least Post of Slovenia) requires that all required info is in
the IOSS system. They don't care about other documents.

I think buyer could request a VAT refund from BL after he pays VAT again so BL
doesn't send this money to the target country.

I think bricklink dont will give back any refund, I think they dont do it and
buyer already decline receive package.

What I should do in this case...

I had a situation like this on the *other* site. I was charged VAT again when
package arrived to our Customs so I sent proof* of payment to the *other* site
and received a refund. So I guess here it is the same: BL collects VAT so BL
would probably have to refund the VAT in this case.

I think you should contact your buyer again to see if she/he is willing to pay
VAT again and then request a refund from BL. Looks like that even if the IOSS
would be OK Customs would charge buyer the processing fee.

Yes, it’s my understanding that the solution¹ is for BL to refund the VAT².
(And if BL already remitted the VAT, it can be deducted on the next remittance.)

But BL doesn’t do that

Well:
— we (members) got no info from BL,
— there’s been no official answer to threads about it,
— there doesn’t seem to be anyone who got a VAT refund from BL,
— there’s no link / form / specific whatever to ask for one.

It seems BL treats that as “it’s a problem between seller and buyer” (= “it’s
the seller’s fault”) and don’t want to touch it (like for other disputes…) while
there’s an official solution that says BL should refund the VAT.


But you can (still) try contacting the Help Desk¹.  Maybe you’ll get lucky.
