| I bought from a seller on July 20th , he told me the order would take 2 weeks
to ship. So I waited to weeks to message him about it. Fast forward two weeks,
and I message him multiple times and don’t get a response. I asked him for a
tracking number and he ignored my request . Now I am out 150 bucks and no way
to get a refund from the seller since he isn’t responding. And I can’t get a
refund through bricklink or pay Pal since I didn’t have a PayPal account . And
bought on-site through PayPal. If anyone knows what to do or who I can talk to
. Please let me know. Appreciate any and all help . Thank you

file a NSS (3 completed NSS permanently close the store so sellers take them
seriously) on bricklink and then you should still be able to file a claim with
Paypal you may need to call customer service in order to sort it out or you can
always file a claim with your bank if you paid with a credit card

It is unclear from your message whether the seller has communicated with you
at all. If you are getting no replies, there could be a reason for that such
as illness or vacation. Remember to always communicate through Bricklink.
If the seller shipped two weeks after July 20, then the order would have shipped
August 3 or 4, which is only a week ago. Depending on where you ordered from,
that may not be long enough for delivery.
You haven't mentioned if you have other reasons to suspect the seller is
a scammer, such as very low feedback, problematic feedback, or offered a high
value item at a price too good to be true. A seller with good feedback is less
likely to be a scammer, and there is a chance you may still get your package.
In the meantime, you should file a NSS complaint on Bricklink right away. This
is a good way to get a seller's attention.

Was the seller in another country ? If so, which country.
If you paid using a payment card, you may be able to call PayPal, give them the
transaction ID number (on your PayPal payment receipt) and open the dispute that
way.
