It was for 4 Kama cloths. The buyer sent me this message,

I had to pay an extra $6.84 at the PO to get my package because the package was
flat and required priority shipping. Could you refund me 6.84 please.

It had the correct weight and size. It weighed less than an ounce and was sent
ground advantage. The label was printed through PP.

Any ideas?

I'd see if they'd provide a photo of the receipt or something before
refunding the cost, not that these things don't happen, but if it was paid
for through PayPal, they usually notify you of a discrepancy and charge your
PayPal account instead of making the recipient pay for it

I've had it happen 3 times now that they legit charged the buyer. Sometimes
at the door, sometimes they refused to deliver.

Yes it was tracked and then he picked it up at the PO. It would be different
if the label fell off. But there is no way that happen because it is all on one
piece. Why would a .5 ounce flat package have to be shipped Priority mail. It
makes no sense.

you should call the post office that did the final delivery to the P.O. box and
ask them if it had postage due.
either the buyer is lying of the post office made a mistake & might have thought
is was something like you printed off a non-machinable label & it got deemed
priority for some reason.

secondary question:

did the package you shipped in any way shape or form have any sort of Priority
pakaging material showing...?
either outside or minimally inside...?
if you used any Priority shipping materials & the post offioce seen it, it gets
automatically deemed priority.. .

No it was 4 cloths in a cape box in a ziplock baggie in a 4x6 padded envelope.
So they are saying because it was flat it had to be Priority. I could have put
in an envelope with a stamp and shipped it but we don’t do that.

oh .. well then no.. 15 years of selling online, never heard of flats being deemed
priority just willy-nilly...

i would just call that p.o. directly to confirm the story before doing anything.
ask buyer to send a photo of package recieved to confirm it has postage due.

your tracking # should be enough for the p.o. to research it to see what's
what.

good luck on it..

weird scenario for sure

I have 2 instances where I was charged additional fees from ship station after
that fact. Both I fought and received refunds for the bogus additional charges.

This sounds like someone at the post office screwed up, why would a flat package
have to ship priority mail? It's usually the other way around, post office
workers usually want anything not flat to ship priority mail.

I would say to call the post office to try to get a refund but the crazy amount
of time you will have to spend calling, getting transferred, dealing with people
who have no clue, might not be worth the $6.00.

Never heard or seen any restrictions on the flatness of a package for either
kind of mail.

Don't you think this might have been a language mix-up and the person was
charged for a Priority Flat Rate envelope? When the automatic postal scanners
mess up and I get charged for extra postage through Shipstation, the claim is
always, always that my First Class 4oz bubble mailer jumped magically into a
Flat Rate envelope.

Honestly, if I were you, I would just go ahead and refund this poor buyer as
it is not their fault.

Had this happen to me twice now....they flagged it as a flat because it was under
3/4" thick and uniform, I would bet. As flats don't come standard with
tracking, yet yours had it on there, so they bump it to Priority. I was told
that this was the way it's really supposed to be done, but rarely enforced.
This is the whole reason I add a lollipop or packing peanuts to all my orders
that fall in the under 3/4" range.

Yes, I always had to add a crumpled piece of paper, or a piece of bubble wrap
to ship packages. The Post office had a piece of cardboard with a 3/4 inch slot
to easily check.

Ok this explains the strange postal worker that nearly yelled at me for shipping
flats tracked. She insisted I couldn't, but I had already shipped over 500
that way so I told her "I'm sure it'll be fine" rather than argue.

And it was.

Well, there is some crazy double-talk by USPS here. I was just able to login
to Click-N-Ship and purchase an 8oz Ground Advantage label for a package with
dimensions 10x8x0.

And there is nothing here:

https://www.usps.com/ship/ground-advantage.htm

So how is it a rule? And where is this rule except in the misremembered or magical
thinking of our postal employees?

Just curious!

Any ideas?

1 - It's a bit weird that the buyer was asked to pay rather than you being
charged automatically, but I would still refund the buyer.

2 - Contact support at wherever you bought the label to see if you can get credited
for it. This has happened to me in the past and with Pirate Ship's help I
had the extra charge refunded.

Yes, had it happened to me a couple of times. Flat envelopes with tracking number
are required to be sent priority mail not first class/ground select.

To avoid this add wadded up paper or other bulky filler into the envelope to
make the envelope not flat.

there isn't a service called 'Ground Select' .. it's called Ground
Advatage, it replaced the post offices former Parcel Post service, and yes you
can mail flat envelopes out as Ground Advantage with tracking #'s. they will
not automatically get deemed Priority as long as they are under the new 16oz
weight requirement.

ground advantage. The label was printed through PP.

Any ideas?

Yes, had it happened to me a couple of times. Flat envelopes with tracking number
are required to be sent priority mail not first class/ground select.

To avoid this add wadded up paper or other bulky filler into the envelope to
make the envelope not flat.

there isn't a service called 'Ground Select' .. it's called Ground
Advatage, it replaced the post offices former Parcel Post service, and yes you
can mail flat envelopes out as Ground Advantage with tracking #'s. they will
not automatically get deemed Priority as long as they are under the new 16oz
weight requirement.
ask the post office

Thanks for correcting my "select" versus "advantage" error.
Typo on my part.

Yes, I will take your advice and ask the post office.

As the OP sent the package via ground advantage and it was flagged for non-compliance
there still appears to be the problem.

I went to USPS and used the postage calculator.

Selected these parameters:
Used zip codes 90210 and 12345
Calculate price based on shape and size
0 Pounds 1 OZ
Large Envelope
"None of the following" for large envelope properties (not rigid, rectangular,
no thickness variation)
The only options are Priority Mail, First Class Mail, Media Mail

If you change the envelope properties to have variations in thickness, USPS Ground
Advantage appears as an option.

Well if you use Endica to ship that is not true.

I did not but we use it. I shipped it through ship station. My Post Office never
heard of the issue.

no parcel select isn't a service

the new standard USPS parcel shipping service is called Ground Advantage. they
raised the maximum weight & it's all ground shipping unless you ship it priority/express
apparently

that's not a 'Flat'...
that is apparently a 4"x6" empty bubble mailer with 4 very small pieces
of very thin cloth in it......

usps quote:
"To fit the definition of a flat, it must have one dimension that is greater
than 6-1/8 inches high OR 11-½ inches long (the side parallel to the address
as read) OR ¼ inch thick..."

I asked my favorite local USPS counter agent about the new Ground Advantage when
it was released. She said they received no training on it and that Monday it
was released was the first she'd ever seen it on her workstation.

I've tried to google the warning message on that label and it's not coming
up anywhere. Surely, if it was national USPS policy someone somewhere would also
have complained about it online?

This is looking more and more like a very confused local post office.

I've found a couple of results (both from eBay sellers) by googling "parcel
priority postage is required". Must be a pretty rare occurrence.

I called the PO in his area and the guy on the phone was a real treat. He was
reading all these rules and stuff and not letting me speak. I could tell it was
useless. It seems that they have a plan there no one else knows about.

Is ShipStation support not helpful? If you bought the label through them, that's
probably your best bet.

Sigh. Well, at least you got through on the phone! My local office doesn't
answer very often. I pretty much have to head on down there and smile at people
until someone takes pity and answers my question. Ah, the USPS. Still Better
Than Any Other Option.

Happy to see it's not local here!

* one envelope the employee at our former post office who told us months later...
they've just found it under some of their shelves/racks and are sorry

* one parcel shipped to Spain tracked in transit in Poland - WTH?

* one envelope shipped to South Korea, shipped back to us - with all timestamps
and proofs - which arrived... one year and a half (yes, 18 months) later (perfect
condition inside)

* few shippings they mixed the sender/recipient address and we receive the next
day, with a "delivered" tracking

Etc.

flat and required priority shipping. Could you refund me 6.84 please.

It had the correct weight and size. It weighed less than an ounce and was sent
ground advantage. The label was printed through PP.

Any ideas?

Not USPS, but I had a similar thing happen when I would ship via UPS in Canada
to the US using a bubble mailer (light orders like just a couple of parts/a fig).
They often had an additional charge where it flagged as a type of priority flat
rate. I started shipping everything by box with UPS (for the same original rate)
and never had the issue again.

Hopefully one of the above answers for USPS avoids similar issues for flat items.
I'm keeping a close eye on this post as I often ship via a USPS partner now
and don't want this to start happening again on the USPS side for bubble
mailers.

I can only recommend that you add some packing peanuts to create dimension in
the bubble mailer so it goes through at package rate next time. I suspect the
sorting system kicked this order out as "flat" and then the buyer was
asked to pay $ to receive it. If you don't have packing peanuts then even
a crumpled up wad of bubble wrap or scrap paper would work.
