Can a Buyer can a OCR? He was supposed to accept the parts being removed and
ended up doing an OCR. I'm not sure how to get him out of it.

Since you’re the seller, can you deny the OCR and if so, will that set the order
back to the previous status where you could try again for the parts removal request?

Yes. Maybe they no longer want to purchase. Missing parts can be crucial to
an order and with the current cost of postage it's hard to justify.
