If a hair part in the catalog has "Mini Doll" in the name, does that
mean it's made of the soft plastic?

Even this is incorrect, as many hairpieces from the “Mini Doll, Hair” category
have been used on regular Minifigs (and all Minidoll hairpieces are compatible
with Minifigs). IMO, it is an arbitrary and unnecessary distinction that just
clutters up the Catalog and makes things harder to find.

So as DeLuca said, hair pieces can be used on both mini dolls and minifigs, but
if a hair part has "Mini Doll" in the name, does that mean that it's
first appearance in a set was one with mini dolls instead of minifigs?

Also, do all hair parts made of soft plastic have something in the name saying
that they are indeed made of soft plastic? Usually when the image of a hair
part is a photo of the actual thing, you can tell if it's soft or hard plastic,
but when the images are renders, I find it much harder to tell.

No, but I strongly believe that all flexible rubber hairpieces should contain
a reference to this fact in their part titles.

I agree. If they at least had a note on the catalog page, that would be very
helpful.
