books are not given set numbers, and they are published by other companies. I
don't know if the set has an official name, so the name "Pirate Comic"
(or "Pirates Comic" depending on where you look) is what is used.

You are fine to disagree, but every LEGO database that I looked at categorized it in the exact same way. We could all be wrong, but I don't think so.

To be fair, that could just be because that is how we classify it; Brickset,
for instance, uses all of our names and classifications for Minifigs. BrickLink
is one of the original LEGO databases, and by far the most definitive, so it
makes sense that others would just defer to our Catalog.

Peeron predates BrickLink and classifies it the same. BrickLink built upon Peeron,
so it is not a surprise to see it the same here. Brickset has its own classifications

Brickset that allows them to use our minifigure catalog.

The comic is inside of a box that is in a set. Hence the reasoning why they added
it this way. You can't just buy the comic separately, you had to first open
a box, which is a set, that contains the comic within it. Do you get it now?
When this was first inventoried, this determined whether it was a set or a
box, because of what item contained the other item. It's like a list of items.
First item in the list is the box, then the items inside the box come next, and
so on.
