Maybe that special shipping offer is for the service that got them this feedback

but set a high minimum so people can see the contents. However their pricing
looks very wrong, way too low.
Least favourite the store, and they won't mess up searches. Although they
will mess up the current for sale price guide.

Couldn't this be fixed if Bricklink imposed at rule so, the min buy can not
be higher than the price of all the stores' inventory combined? This way
people can still sell their store in one go, but not mess with current for sale
price guide like this seller is doing.

They can still mess up the (current) price guide though by listing items that
would never be purchased along with a store minimum.
They could list all the same stock at the same low prices, but add a single 1x1
tile at $10m and set the store minimum to $10m. So then BL would need to set
a no stupid pricing policy to remove the $10m 1x1 tile, and in doing so would
need to state what acceptable prices are. The store could then list a million
of a common part at the maximum price allowed, and use that as their store minimum.
And BL would need to investigate whether they have those parts or not. And so
on. If someone wants to mess up the price guide, it is fairly easy no matter
what BL would try to do to stop it.
And this is assuming they are doing it intentionally to mess up the guide. That
might not be the case, of course. They might have tried to mass or auto update
their prices and messed up in some way, and set a high minimum as they cannot
work out how to close the store.

What you're talking about could be construed as grounds for suspending their
store, if someone were to report a seller doing what you describe above.
They could get reported for having a store minimum that's too high, but BrickLink
admins could only do something if they got enough reports about their store being
too high. If only a few people report the store, BrickLink doesn't have much
reason to suspend their store. BrickLink admins, like any other site administrator,
have to take into account public opinion, and act accordingly. They are not going
to suspend someone's store because of one complaint, or few complaints.
File an issue with the HelpDesk and wait for a response as to what, if anything,
will be done about the high minimum buy.

What are you basing this on? Bricklink admins can take action based on one report
if the infringement is serious enough that something needs to be done. They don't
need to wait for lots of reports about a store if they are infringing rules.
