| I have no minimum order amount in my shop. I compensate for (very) small orders
by adjusting my shipping price.
However: shipping small orders to the UK requires filling in custom forms and
for an order of 59 cents I do not want to do that. Currently there's no way
to tweak your shipping options to exclude the minimum order amount for specific
countries.
Therefore I have decided to completely stop shipping to England unless I'm
allowed to add a handling cost for England.
Personal note: the Brits who voted for secession should know that this is one
of the consequences....

| Desired option would be to exclude buyers from a specific country to buy from
me below a certain threshold.

| And, you get an extra invoice paper provided by BL regarding the customs don't
you?
Put that in a see-through zipper and you'r good to go !

| You could add a statement in your terms that says when ordered from the UK, there
will be a fee of XXX for covering the extra handling costs.
Don't know how often you have UK customers, but the manual handling effort
is still little IMO.

| This paperwork and on-line form filling stops me selling outside the U.K. in
the future.
However the need to register for packing recycling in Germany was the initial
reason I questioned European sales, a policy I expect the rest of the E.U. will
adopt eventually.
Understand your reasoning, hope all goes well.

Last I checked this only applied to entities registered as a corporation. Does
this apply to individuals?

eBay, at least, takes the position that it applies to all B2C transactions. Now
I don't know whether a seller has to register as a corporation to be considered
a "business".

That’s the usual problem: some like to hide behind “I’m not incorporated” / “I’m
not registered.”
So other criteria are used: buying to resell, number of transactions, gross income….
But all that is local / can only be verified locally.
So, for importations, the rule is simplified to: if it’s not a gift (below such
amount) then it’s business.
(Otherwise, if I were country X, I would say: all the businesses that export
aren’t considered businesses by country X, so they aren’t businesses for any
other country either!)
That being said, I don’t know how the package tax works….

Since January, the Germans have a new law. The "Platform Tax Transparency
Act". It obliges online sales platforms to report all sellers who have either
made more than 30 sales or earned more than 2,000 euros a year. The report is
made in January of the following year. So for the first time in 2024.

That didn’t ring any bell, so I looked: it’s DAC-7 (directive 2021/514), it’s
not only Germany, it’s all EU (same thresholds everywhere).
It didn’t ring a bell because I hadn’t realized there was a lower threshold (number
of sales &/or amount) for DAC-7, but BrickLink already communicated that they
were compliant for new sellers and were about to be for all sellers: https://www.bricklink.com/message.asp?ID=1383573
Now, it’s about taxes, it’s not about when you’re considered a business or not
for other laws.
BTW, the packaging tax/levy comes from an EU directive too (2018/852) but Germany
seems to be the only country to have efficiently implemented it so far.
“Efficiently” in terms of publicity and enforcement.
(UK should have one too.)
France seems to have something similar (registering, paying a flat levy of €80/year
for small “producers” (including online retail)) but the sites have a 1995 look
and are all in French and incomprehensible (the German sites are available in
English, with infographics and videos…) and nobody cares. It seems France don’t
want the money….

(I'm not sure if totally manual stores somehow work properly for this, and
if so, then OP might be ok). But for at least IC enabled (with backup method
enabled as well), it does not work properly.
For an example, assume the store has an overall min. of $5 and the UK specific
one is $10.
A UK buyer who puts in an $8 order will not hit the UK specific option, but is
still allowed to checkout as it's over the store minimum, and will trigger
the backup manual method.
I had this happen in the past when I had IC enabled but had the backup manual
option enabled. Just not sure for 100% manual stores if it works.

| A possible workaround could be to have an all countries shipping option excluding
the one country and have it manual invoice and have 0 restrictions

| I still think that minimum buy is the way to go. Where else on the internet can
you buy for 59 cents and expecting the shop to handle your order?
With that said - sometimes I’m asked to sell under the minimum buy and I always
accept BUT tells my buyer that it comes with an additional 1 euro handling fee.
Just struggle as it is to get some small euros in return for all hours working
at my Legoland, can’t imagine how you stores survive with cents orders??
