| Keep running up against sellers with fixed shipping costs for small orders, usually
with another extra charge to cover their fees.
e.g Shipping costs fixed for orders from 1g - 400g, a rate more suited to 350
- 400g not my 20g - 30g order.
My choice whether to accept or not, I choose not.

Me as well. I try and avoid these shops. I saw a shop here in the USA if you
place an order under $5 they have a $2 extra fee???????? Why not just have a
$5 minimum order then?

Exactly - when I had a $1 fee for orders under $5 I got lots (well, relatively
speaking) of orders under $5.

I'm from Australia, to give you an idea of what International Shipping is
like for most small packages, it has to qualify for a particular type of package.
For instance, if it's up to 500 grams and is printed matter, it qualifies
for a letter rate. When it goes over 500 grams, it becomes a parcel and therefore
is assessed at different rates.
Your order being 20-30 grams in weight is not the issue here, in this example,
the seller has to assess if what you purchased qualifies for letter rates or
small package rates. They then have to bill you accordingly, as it is a requirement
by the post office that a package being mailed is sent via the correct mail article
category.
It's nothing personal, they simply have to adhere to the guidelines set out
for them when mailing an article through the post.
If you really want to know why you're being charged a particular rate for
small orders, perhaps you should look into what your purchases qualify for, and
try to better understand the point of view of the seller.
Sellers might use different shippers, instead of a postal service, pricing varies
depending on which company your seller uses to ship your order.
Just my 2c worth ...

However they are not assessing my order, the rate applies irrespective of it
being a number of minifigure heads or let’s say 10 flat capes, I won’t normally
order larger items from international sellers.
The rate is applied automatically and no options available on checkout.
I’ve even seen it applied to at least one U.K. store for domestic sales.
I do understand that shipping can be very expensive, varying dramatically depending
on shipper and sadly I avoid certain locations due to this.

There are some UK sellers that only send with one fixed rate tariff, as parcels
and not large letters. If you are buying a parcel type order, it is fine. If
you just want a couple of minifigures, then it becomes a shop elsewhere situation.
I guess it makes setting up instant checkout easy but is at the cost of small
(but possibly valuable) minifigure only orders.

Have you tried messaging the seller to see if you can get a cheaper shipping
option?
It is always worth asking, if they understand your concerns, they might be willing
to help.
Could be the difference between ordering and not ordering.
