I'm sorting all my minifig parts, and I have a bag of 5 Minifig legs that
are all Dark red hips with yellow legs. They look like new condition (or at least
extremely good condition) so they don't appear to have been pulled apart
and custom made.
I can also see the same item in stock for sale in many shops here, but the catalog
says no minifigs or sets carry this item... where do they come from?? Am I missing
something?

9 shops, 859 parts for New, 683 (80%) of them being in one shop, that’s not really
“many.”

   but the catalog
says no minifigs or sets carry this item... where do they come from?? Am I missing
something?

Maybe they are all coming from the store that has most of them and they got it
in a special deal?

Probably leftover stock that was not needed for these anymore:
