| I filed an NSS because a seller was short on an order. I have tried 4 times to
communicate with them before doing so. What do I do now and how long do I have
to wait before pushing it further. What happens if he still doesn't respond

| Check the seller's terms/splash pages. They might be away. Otherwise you
have to open a PayPal case to be refunded.

| Ah ok, the NSS can only be removed if the seller uploads evidence of either shipping
the missing parts (ex a tracking number) or evidence of refunding you (ex screencap
of the PayPal refund). A store is shut down after 3 open NSS claims.
That's about it, only other thing you can do is leave appropriate feedback
but the seller can also leave feedback for you.
