I have opened 3 copies of this set and have received an extra hat/hairpiece in each one. I have seen on the internet people saying that it is random whether your set has an extra one or not.

Just parted this set out. Verified all the parts, but accounted for only one
hat (1849pb01). According to the instruction's parts pages it appears this
set was only meant to have one.

based on others experiences quite a few have an extra hat.
