| How long should I wait before reporting a non-communicating seller? I inventoried
one order and now the seller has not answered for the missing parts. I asked
another seller for the tracking number for an order, and he has not responded.

Depending on the time, I would say 3 days before trying again with another email.
If you have not heard anything after a week, start the NSS or NRS.
Stay kind and use the BL system for your messages so everything is recorded on
here.
If a seller answers through email, copy paste their answer into your answer back
on BrickLink.

It's not clear how long you've waited so it's hard to say about the
first. To be clear it would be an NSS that you would file on the first if the
seller won't do anything about the missing parts.
Lack of a tracking number for an order isn't a reportable offense. While
most if not all orders in the USA should have one, the same isn't true worldwide
and there aren't separate standards on BL for USA vs. international.
