Is Royal mail working normally, i.e. without delay?

If a package arrives in UK and if it should go to customs to get processed for
import charges, how long does it take them to contact recipient to pay import
fees?

Last bulletin from Royal Mail states their service is back to normal.

Yes, it is fine. For import fees charged, I find it can be anything from about
2-8 days, usually about 2-3 though.

There are no delays on receiving mail via Royal Mail. If there is a charge to
pay (e.g. customs duty or VAT) then a letter is sent to the recipient which can
take 2-3 days to arrive. They then need to pay and delivery would be a day or
two after that. With prompt payment, expect it to take a week or so.

Note that some orders (larger or higher-value) will be processed by Parcelforce
instead, but the timescale would be similar.

I have sent something to UK. Last time it was in the Netherlands. Now, the tracking
website says that it will be handled by Royal mail and the tracking works on
Royal mail's website however, it is not updated since 15 days ago. It did
not say anything like "scanned in ...(somewhere in UK)" so I am not even
sure if it arrived in UK.

I had an item delivered by Royal Mail from the Netherlands very recently (9th
March). Like yours, tracking info was not updated, but the total time from ordering
to delivery was 8 days. Around two weeks would be normal/expected though.
