We just had a buyer place an order for two capes and wanted them sent by letter
mail.

We let them know that letter mail from the U.S. to Canada cannot be tracked.

Is this still correct, or should we let them know of a cheaper option than $15.75
for a bubble mailer?!

I would not send them letter mail.

Look into Pirate Ship's simple export rate - it's 9.49 for a package
up to 8oz to Canada

In Canada, we send almost all small orders (not including any part thicker than
2cm) with bubble mailer WITHOUT tracking because it would cost an extra $9.5
CAD in include tracking.
So far, I did not have any mailer getting lost.

I am sure you can ship them in a letter-sized to Canada and it gets there. If
the value is too high, I many want to include tracking/insurance.

I also ship instructions and sticker sheets to USA (via ChitChats) as letter.
All were delivered.

PirateShips: I personally don't buy from USA because the shipping costs are
high AND almost no USA store uses pirateships. It starts with just $9.49

Some Canadian stores do this.

I do it via ChitChats and they clearly have this option, i.e. their shipping
label includes a CN23 custom form too so you can ship letters with ChitChats.
