I complained to customer service when my Castle in the Forest arrived in similar
shape and they sent me some VIP points. Lego used to use lots of bubble cushions
in boxes and for some reason switched to throwing in a single piece of brown
paper...

There was only one sheet of paper packaging. I too have never seen bubble wrap
from LEGO but I have seen air cushions.
  
When was this? I don't think I've ever received a package from Lego that

I have to say I've gotten plenty of sets from Amazon that were banged up
because they were shipped in a bag with no padding instead of a box. So this
lack of care is not unique to Lego (though you'd think they would care about
shipping their own product safely and securely).

Not bubble wrap, but so, so many air cushions. I saved them all and still haven't
run out years later.

Tip for LEGO: Less air inside the sets and the boxes wouldn't crush so much.

Bricklink sellers have been selling fully packed lego bubble mailers and boxes
for a couple decades.

for a couple decades.

Yeah, well, the LEGO Group is not a BrickLink store.

Maybe TLG uses bigger boxes to make the sets look bigger? I'm sure they have
a valid reason for it. Not all sets are sold online.

the impression that they had their own order procurement/fulfillment system.

They were. I received mine from them like a day before I received other orders
from lego and all the packages were packed the same and tracking was the same
on the Lego website

I have two of my sets still sitting in their cardboard box that I'm too terrified
to really inspect (only just opened the box seal to peek if those were the ones).
Both in the regular LEGO shipment boxes (not the extra padded ones). The outside
boxes look ok though so I'm suspecting only minor bruising to the boxes which
I've grown accustomed to from LEGO over the last couple of years sadly, or
possibly even lucky and fully unharmed!
