| In Technical Issues, pashah writes:

there is the option Backup for Instant Checkout - Use invoice when an order can
not be placed with Instant Checkout.

It's minimum threshold on that specific international one that's causing
the issue (I used to have that happen too). It happens when the amount is higher
than the store overall threshold. So they satisfy the store minimum (which in
your case is none), but then don't meet/match any of the shipping thresholds
(as it's under what you set it for that shipping method), and IC now defaults
to the mechanism you activated to allow backup manual invoices.
The only way to make it work is to not have a min threshold on shipping profiles
that is higher than the overall store one.

| That makes sense although it would be great if BrickLink offered sellers more
options for tailoring shipping methods and store policies to members in different
countries/markets. Thank you for the explanation.

It allows you to, but you need to remove the backup manual method for IC to enforce
that. If you keep it on, anyone who doesn't match a policy (but still is
above the entire store's lot limit/min $ requirement) will default to a manual
invoice.
